Symptoms

you can see where I implemented the fix. The CPU spikes disappeared.

ACPI is turned on in the kernel.

kacpid is top of the list in top ( by cpu )

Solution

Stop doing that. In the kernel command line:

acpi=off

shame.

Notes

There have been several bios updated for this mother board. I had the latest version installed 0229.
