I think the price will go up because as larger ships get more expensive and more complicated to build folk will be driven into smallerships. Large to medium for exmaple. The consumption of mediam guns will go up. Hybrids fo sho.
250mm 'Scout's are the top of the Teir 1 so not extra skill and pretty affordable even at twice the price.
