trying to read a "pdf" file from government of canada.

The file reads:


opening the file.

  • as of today - chrom complains at me.
  • I didn't want to install adobe pdf reader as it's a security hole.
  • tried "PDF-XChange Viewer" aka PDFXVwer and tha twas not able to read the file.
