Nanofiber Internal Structure II:

+15.8 % agility
+9.4 % speed (meta 4 is +8.9%)
-20 % structure HP (meta 4 is -15%)

Inertia Stabilizers II:

-20% inertia
+11% signature radius (meta 4 is +8%)

Implication: This means that meta 4 istabs are strictly better than T2 istabs, while T2 nanos are (mostly) better than meta 4 nanos (more speed, less structure).

An interesting problem is combining multiple modules - istabs give agility, odis give speed, nanos give both. Question: Are two nanos better than istab + odi?

ODI + istab has no stacking involved, so you end up with -20% inertia, +12.5% speed

The first nano is -15.8% inertia, +9.4% speed. The second nano is 87% of that, so -13.75% inertia and +8.2% speed. Combined: 0.842*0.8625 = 0.726, or -27.4% inertia. 1.094*1.082 = 1.184, or +18.4% speed - that is, two nanos are strictly better than an istab/odi combination, unless you like your structure (e.g. Gallente ships).

  1. A combat ship* wanting more speed and agility: Use Nanofiber Internal Structure IIs.
  2. A non-combat Covert Ops Cloaker in high or low sec: Use meta 4 inertia stabilizers to get you warping away from the cloak point ASAP.
  3. A non-combat Covert Ops Cloaker in null sec: Use Nanofiber Internal Structure IIs. They will help you warp away from non-bubble tacklers well and if bubbled, with help you Cloak+MWD burn to it's edge or the gate.
  4. A combat Covert Ops Cloaker: Use Nanofiber Internal Structure IIs because you'll want the speed gains more than a fraction extra agility, and you won't want to sig penalty.
  5. A non-combat T1 hull: Use Nanofiber Internal Structure IIs if speed will help at times (e.g. approaching gates) or if you need to fly in low sec. Use meta 4 inertia stabilizers if you are manually warping gate-to-gate and ganking isn't an issue.

Caveats:

  • If you are an experianced PvPer who has found a niche where a bit more agility will help more than agility+speed then you'll prefer a meta 4 inertia stabilizer (seems unlikely though).
  • Gallente pilots relying on hull HPs might prefer a meta 4 nanofiber instead of T2. Though a Blaster ship should note the speed compromise with that choice.
